This coin is a gold solidus of Irene. During her reign, an incursion of the Arabs on the eastern frontier of Anatolia resulted in a tribute agreement whereby the empire had to pay an annual fee of 90,000 dinars to the caliph in Baghdad for a three year period, much less expensive than a punitive campaign. She also built a fleet and defeated an Arab seaborn invasion. The military governor or strategos of Sicily revolted and defected to Egypt during her reign, partly in protest of Irene's antagonism towards iconoclasm.
